There are some considerations for the order in which items are loaded, but as long as everything you'd like is inside, it should be fine with having them all unzipped (or installed if. So it might be worth trying to move over (not copy) all your content items except the Backgrounds folder. What I'm wondering is since you say the NAM works, that might be because the installer defaults to the Documents location which the Steam game is able to load up properly.
This means those would override any files which are the same (should there be duplicates). In terms of the loading order and the installation Plugins folder gets processed first, then the Documents Plugins last. One advantage is if ever needing to uninstall the game, it'd result in any plugins being deleted as well.

The above Plugins folder is considered the recommended location to install content. (Then there's a subfolder for where Regions are stored too.) As with the original disc based version, there should also be a "SimCity 4" folder created in your local user Documents folder. My first thought is perhaps this is something related to folder permissions, or maybe the Steam version doesn't support installing Plugins into the folder where the game is located. I download the file I want (for instance Black Hole Waste management) and then I unzip the file to my Civics Folder IN my Plugins folder.

I have a folder on my Desktop called SimCity zip files. I mention this because NOW, I cant seem to get ANY of my plugins to work? This is what I am doing so please let me know what Im doing wrong here. Instead of the game showing up in my C:/Documents/Game folder, it is showing up likeĬ:/Program Files x86/Steam/steam apps/games/Simcity4delux/plugins
This time I have a new laptop and had to download the game from Steam. So after about 6 years I decided to pick up SC4 again. I followed directions implicitly and had no issues really with going to the STEX and downloading tonnes of cool stuff and being able to use it all. So years ago I played SimCity 4 from a disk on my old computer and was able to add the mods through my plugins folder no problem.
